Audio & Static

Added optional in-browser audio recording for discussion submissions and replies (2-minute cap, 3 MB) with preview + save flow.
Statements and replies now surface attached audio players with listen counts alongside vote totals.
New `npm run prerender` step pulls disclosures/highlights from the API and injects them into static HTML for Cloudflare Pages.
Disclosure lists fall back to cached JSON when the API is unreachable so landing pages stay populated during outages.

User Accounts

Added passwordless accounts with magic-link codes and long-lived secure sessions.
Create Account page captures verified email, name, location, and description (2000-char limit).
Navbar swaps Create Account/Logout; session-aware forms prefill identity.
Votes, replies, and discussions can carry user IDs for accountable attribution and per-user stats.
